During the Civil War, Maryland was a border state. It was stuck between the Union side and Confederate side. They depended on both sides for their economy. Most people in the state did not want to be stuck on a side, they wanted to be left alone. With this, the government would not declare for either side. Maryland's General Assembly wanted to stay neutral, not seceding from the union, nor allowing Union states to use it to attack Confederate states.
